Investigation Completed for Continued Construction of Boali 3 Hydropower Station and Associated Transmission and Transformation Project

Between 9 and 23 June 2015, entrusted by the Ministry of Commerce of the People‘s Republic of China, Huadong Engineering Corporation Limited(Huadong) dispatched its experts to the Central African Republic together with the investigation mission of the Ministry of Commerce for the evaluation of the war-related losses based on the current condition of the China-aided Boali 3 Hydropower Station and associated transmission and transformation project and for the feasibility study of the post-war continued construction and professional investigation.

An official design contract was signed for the project between Huadong and the Ministry of Energy of the Central African Republic on April 7, 2010, and the project covers the continued construction of Boali 3 Hydropower Station, the construction of Bangui C Substation, the rehabilitation of 2 switchyards, and the construction/ rehabilitation of 4 transmission lines. On Dec. 19, 2012, the project passed the intermediate acceptance organized by the Ministry of Commerce. At the end of December 2012, due to the outbreak of an armed conflict in the Central African Republic, the project-related personnel withdrew from the project site. Presently, the project construction is still in a state of suspension.

At the request of the new government of the country that the project construction is hoped to be resumed soon, the Ministry of Commerce organized the investigation for war-related losses evaluation. During the mission’s stay in the country, under the guidance of the Embassy of the People’s Republic of China in the Central African Republic and the Economic and Commercial Counsellor’s Office of the Embassy, the mission met respectively with the prime minister and the minister of the Ministry of Energy of the Central African Republic. Accompanied with the related personnel of the Electric Power Corporation of the country and the protection of the armed personnel of the Department of Defense, the mission conducted site investigation for Boali 3, 2, and 1 hydropower stations, Bangui A, B, and C substations and each tower site of the associated transmission lines. In addition, the mission collected the basic price information of the post-war construction materials, etc. and drafted the investigation report. This investigation laid a solid foundation for the construction resuming of the project as soon as possible.
