Recently, the Ministry of Housing and Urban-Rural Development(MOHURD) issued the “Notice on Launching Pilot Work of Whole Process Project Consultation” (hereinafter referred to as “the Notice”), and 8 provinces (cities) such as Beijing, Shanghai, and Jiangsu as well as 40 enterprises are selected for the two-year pilot work of whole process consultation. Huadong Engineering Corporation Limited is on the list of 40 enterprises and is ranked among the first batch of the pilot enterprises for whole process engineering consultation.

The Ministry of Housing and Urban-Rural Development selected qualified areas and enterprises to carry out the pilot work. It is an important measure to implement “The Opinions of the State Council on Promoting Sustainable Sound Development of Construction Industry”, aiming at strengthening the management system for the whole process consultation, perfecting the organization model for project construction, cultivating the enterprises with international competitiveness, improving the service capability of whole process engineering consultation, and accumulating experience for implementing whole process engineering consultation in an all-round way.

The pilot work will focus on the study on the management system for whole process engineering consultation, and the development of the technical standard and model contract for providing such service. Meantime, the breakthrough of key points will be realized in the fields where conditions permit such as housing construction and municipal engineering in the light of the local conditions to build a batch of pilot projects with influence and demonstration effects. The pilot enterprises are required by the Notice to actively extend their service contents, provide high-level whole process technical and management service, improve service capabilities and level, accumulate service experience, and enhance their international competitiveness.
