China-ASEAN Clean Energy Capacity Building Programme-2017 Exchange Project kicked off in Hangzhou on October 9, 2017. This activity is guided by National Energy Administration (NEA), hosted by China Renewable Energy Engineering Institute (CREEI) and ASEAN Centre for Energy(ACE), and organized by POWERCHINA HUADONG Engineering Corporation Limited(POWERCHINA HUADONG) with the participation of State Grid Xin Yuan Company Limited and Hohai University. Among those attending the opening ceremony and making speeches, there are Pan Huimin, director of NEA International Affair Department, Liu Mingyang, director of NEA New Energy Department, Gu Hongbin, vice president of CREEI, Peng Caide, chief engineer of CREEI, Sanjayan K V Velautham, executive director of ASEAN Centre for Energy, Duan Xiaoping, Hou Jing and Shi Leiming, vice presidents of POWERCHINA HUADONG, and Ren Zhiwu, chief engineer of State Grid Xin Yuan Company Limited.

This activity focuses on “Technology and Development of Pumped Storage Power Station”. More than 60 leaders, experts or scholars from the energy competent departments in over 10 countries including China, Malaysia, Singapore, Vietnam, Thailand, Indonesia, Laos, Myanmar, Cambodia, Philippines, Brunei, Switzerland and so on will carry out extensive and in-depth discussion on the development and construction and key technologies of pumped storage power stations and environmental impact issue, share the outcomes and experience in clean energy development, and discuss the prospect of clean energy development in this three-day exchange activity.
Pan Huimin, director of National Energy Administration, said in the opening speech that the energy situation in the world today is undergoing profound changes; renewable energy has become an important field of international energy development; acceleration of energy transformation and realization of green and low-carbon development has become the common mission of the international community. She pointed out that China and the ASEAN countries jointly launched this China-ASEAN Clean Energy Capacity Building Programme under the framework of the vision of “One Belt One Road” and based on the cooperation foundation of the East Asia Summit: Clean Energy Forum, so that the clean energy and sustainable development experience can benefit more countries and regions to achieve leap-forward regional energy and economic development.

In the speech, Gu Hongbin, vice president of China Renewable Energy Engineering Institute (CREEI), pointed out that with the sustainable ASEAN social and economic development, the demand for energy has been accelerated; primary energy consumption per capita in ASEAN countries is only half of the world’s average, and the development space is very broad. There are a wide range of clean energy and abundant reserves in ASEAN countries, so there are natural advantages for the development of clean energy system. However, owing to different situations of ASEAN countries in energy resources endowment, development and construction conditions, and industrialization process, there exist differentiation and good complementarity in resource demand and industrial development.

Sanjayan K V Velautham, executive director of ASEAN Centre for Energy, expressed that the ASEAN member countries have strong enthusiasm to participate in and achieve the target of ACE with National Energy Administration of the People’s Republic of China, namely, “100 policy and technical experts within 10 years”. This Capacity Building is expected to lay solid foundation in the cooperation of clean energy policies, development planning and project exchange as well as creating the long-term framework on strategic cooperation based on the principles of resources sharing, mutual trust and exchange, win-win cooperation, and joint development, to further leverage the strengths of the China and ASEAN in energy sector and enhance partnership and mutual trust.

Duan Xiaoping, vice president of POWERCHINA HUADONG Engineering Corporation Limited, made a speech on the behalf of the organizers. He said that currently a new era of energy revolution and cooperation has come in the world, China’s initiative of “One Belt One Road” has brought many opportunities for the future cooperation between China and ASEAN. POWERCHINA HUADONG is very much looking forward to sharing China’s clean energy development technology and experience, so that the clean energy and sustainable development experience can benefit more countries and regions, to achieve green energy interconnection and better serve the economic and social development of the ASEAN countries.

At present, the whole world has entered a new era of energy revolution and energy cooperation. China has a wealth of development experience and the world’s leading technology in the field of clean energy. The pumped storage power station is currently the world’s most mature and most practical large-scale energy storage mode, the global installed capacity of pumped storage is up to 140GW. Since 1990s, the construction center of pumped energy storage has been transferred from Europe to Asia. As of 2016, China’s total installed capacity of the pumped storage power stations built and under construction reached 26.69GW and 32.11GW respectively. By 2020, the total installed capacity of pumped storage projects planned to be constructed will reach 60GW, ranking first in the world. The ASEAN countries have a significant demand for economic and energy development, while the ASEAN region is abundant in clean energy resources, so the development of clean energy is one of the focuses of ASEAN countries.
China and ASEAN countries have jointly implemented the “China-ASEAN Clean Energy Capacity Building Programme”, under the framework of the vision of “One Belt One Road” and by virtue of the dialogue platform of 2016 East Asia Summit: Clean Energy Forum. In the programme, the focus will be laid on a special field (such as pumped storage, wind power, solar energy, nuclear power, traditional hydropower) to organize special activities every year. This activity is the first exchange project. China and ASEAN countries jointly carry out exchanges on clean energy capacity-building, which is helpful to achieve complementary advantages, and further deepen cooperation in the field of clean energy, and jointly promote clean energy development and energy transformation, promote regional economic integration process, and achieve regional energy and economic leap-forward development.
The success of this activity will lay a solid foundation for the future implementation of the China-ASEAN Clean Energy Capacity Building Programme, allow clean energy and sustainable development experience to benefit more countries and regions, and achieve green energy interconnection.
