On the morning of December 17 at local time, Se San 2 Hydropower Station was holding the completion ceremony. As the largest hydropower project in the Kingdom of Cambodia surveyed and designed by POWERCHINA Huadong Engineering Corporation Limited (HDEC), it was regarded as the representative demonstration project between China and Cambodia. Mr. Zhang Chunsheng, the president of HDEC, and Mr. Duan Xiaoping, the Deputy General Manager of HDEC, attended the completion ceremony. On behalf of HDEC, Mr. Zhang Chunsheng was awarded the Medal by Cambodian Prime Minister Hun Sen.
The contribution devoted by Chinese government to the electricity industry and economic development in Cambodia was highly valued by Hun Sen in his speech. He stated that it was Se San 2 Hydropower Station that made it possible for local people to use safe, stable and clean electric energy. Cambodia gained incredible benefits from the project that a growing number of job opportunities has been created in local market and the independency and security of electricity was guaranteed as well. The project is playing a vital and meaningful role in improving the wellbeing and boosting national economic development for Cambodia.
Se San 2 Hydropower Station, jointly constructed by three parties, Lancang River International Energy Co. Ltd fully owned by China Huaneng Langcang River Hydropower Inc., the Royal Group of Cambodia and International Holding Company of Electricity of Vietnam, was honored as the “Three Gorges in Cambodia”. The length of the dam is 6.5 KM, longest in Asia. The total installed capacity of the power station is 400 MW, accounts for almost 20 % of installed capacity of hydropower nationwide. 8 bulb tubular units of 50 MW made in China were equipped, and the largest head and single capacity are all among the first classes of the kind in the world. The major electromechanical equipment was imported from China, applying Chinese advanced technologies in designing, constructing and installing the equipment strictly under Chinese standards. Mature Chinese hydropower management experience was introduced to the project in its reconstruction and operation management, so as to promote the full chain strategy of “Chinese Technology + Chinese Equipment + Chinese Standard + Chinese Management” to “Go Globally”, and further the influence of products “Made in China” in Cambodia as well as in Southeast Asia, showcasing the tremendous strength and capability of China in the industry of large-scale hydropower and engineering development.
The project started in November of 2013, had its initial impounding in September of 2017, and put into use at full capacity in October of 2018. During the period of construction, all employees from HDEC project department in Se San 2 Hydropower Station had overcome a variety of difficulties such as shortage of basic data and unfamiliarity of environment, and carried out additional investigation in the primitive rainforest. They also put forward suggestions and advises to the Owner and related organizations, kept optimizing the design of the project, provided technical support ahead of schedule. Sparing no efforts in addressing issues with the Owner raised by the Cambodian government, international consultancy companies and NHI, HDEC had provided high-quality and efficient technical services for the Owner.
