On May 20, Hangzhou Rail Transit Engineering Safety Risk Supervision Platform, developed by HDEC’s Zhejiang Smart Rail Transit Engineering Research Center, started to conduct a half-year trial operation for all under-construction and newly built rail transport projects in Hangzhou. The platform, is to effectively improve the ability and level of real-time detection and timely identification of hidden hazards in urban rail transit projects, prevent major safety risks, and ensure the smooth progress of rail transit engineering construction.

In recent years, the safety management of rail transit engineering construction in Hangzhou has faced serious challenges. Before 2022 Hangzhou Asian Games, the huge quantity of rail transit workload and high risks have become the new normal. In this case, to provide technical backups for Hangzhou Construction Engineering Quality and Safety Supervision Station, HDEC began to provide third-party technical services of major safety risks supervision for Hangzhou rail transit projects. It is the first time that government made procurement of third-party technical consulting for rail transit projects in China, which provided a key support to the technology and management of government supervision.

The platform enables four-screen linkage of mobile application, PAD, PC and on-site screen, which will effectively improve the ability to timely detect major safety risks and hidden hazards, and consolidate the responsibilities of all parties to avoid key systemic and structural problems. As an information collaboration platform, it can systematically provide management elements such as dynamic risk identification, hidden hazards investigation and governance, major scheme review, mobile device detection, entity detection, etc., so as to help decision makers identify safety risks in a timely and accurate manner and make high-quality decisions as a result.

The platform relies on the HDEC’s Zhejiang Smart Rail Transit Engineering Research Center, integrating digital tools to build Hangzhou Rail Transit Database. It provides new solutions to risk management of Hangzhou rail transit network and lays an important foundation for a long-term industry chain consultation during the entire process.
