“Presence of Straight Solitary Smoke over the Vast Desert with Round Setting Sun Reflects on Endless Flow”. The long camel team with the sounds of bells travels along the Silk Road in the vast Gobi Desert with endless sand of Eurasian Continent. In time and space crisscross and active response to the “Belt and Road” Initiative, the employees of HDEC march into this Road for integration and exchange of eastern and western cultures. With the camps built on the desert, one batch of new energy projects have been successfully constructed along the coast of Arabian Sea.

At the 21st Climate Conference held in Paris, France in 2015, all countries reached the Paris Agreement. In order to achieve this goal, Pakistan formulated The Renewable Energy and Alternative Energy Policy (2020), which aims to increase the proportion of renewable energy generation (REG) from 6% to 25% by 2025, and further increase to 30% by 2030; If hydropower is included, Pakistan's proportion of REG is even expected to increase to 60% by 2030.

HDEC fulfilled its role as a central enterprise, actively participated in China’s "Belt and Road" Initiative, participated in the energy cooperation projects of China-Pakistan Economic Corridor, and contributed to the development of renewable energy in Pakistan. After years of market cultivation and development, HDEC has cumulatively undertaken 22 wind power EPC projects in Pakistan, with a total installed capacity of over 1,090MW, accounting for over 60% of market share of wind power in Pakistan. HDEC has become the most influential contractor in Pakistan and the "gold-lettered signboard" for central enterprises to practice the "Belt and Road" Initiative.

Light up the happy life through the wind power

The EPC Sapphire Wind Power Project is the first one undertaken by HDEC in Pakistan, and also the first one developed by means of the European and American financing and fixed power tariff in Pakistan, which applies the most stringent European and American standards and project management mode. In November 2015, after arduous contract negotiation and project implementation for a period of over one year, Sapphire Wind Power Project officially entered into commercial operation. The availability of equipment in the whole wind farm reached 99.85%, going far beyond 85% as required by the power grid, creating a record of the availability of all wind power projects in Pakistan, becoming the first wind power project completed ahead of schedule in Pakistan, the first project using benchmark power tariff and the first project achieving carbon emission reduction targets. It is highly recognized by State Power Grid of Pakistan and its business companies.

Like a spark, the high-level implementation of the Sapphire Wind Power Project lit up the brand influence of POWERCHINA in wind power market of Pakistan and established a good reputation. At the same time, the successful contract performance of Master, Tapal, Sachal, JPL, Hawa, HAE and Tricon Boston (the largest) wind power projects in Pakistan promoted the implementation of 12 projects, such as Master Green and Tricom.

In 2017, Sachal Wind Power Project, one of the 14 priority projects of China-Pakistan energy cooperation, was officially put into commercial operation, which attracted great attention from the governments of China and Pakistan. At that time, the Vice Premier of China Wang Yang and the Prime Minister of Pakistan Shahid Khaqan Abbasi jointly unveiled the completion of the project. Sachal Wind Power Project has also become a key link to connect China-Pakistan friendship and to promote the common development of the “Belt and Road” economies.

As of now, 10 wind power EPC projects with a total installed capacity of 480MW undertaken by HDEC in Pakistan have all been put into operation, constantly breaking the record of wind power availability in Pakistan, and greatly improving the situation of local power shortage. At present, there are 12 EPC wind power projects under construction, with a total installed capacity of 610MW, which are all expected to be grid-connected by the end of 2021. Like a good rain after a long drought, the clean energy from this vast desert in the western region is continuously transmitted to thousands of households through the power grid for lighting up the happy life of the local residents.

“The Chinese are our best friends”

Situated in a sparsely populated area, Pakistan's wind power projects are distributed with many poor villages, where people have no permanent residence and suffer from diseases.

Israr is a 9-year-old boy, shy, short and emaciated, living in a village near Tricon Boston Project Site in Pakistan. During Ramadan, the Project Management Team organized to send daily necessities to the villagers. He whispered “Shukriya, Shukriya” while receiving the daily necessities.

Israr's house is a simple shed, and the family can huddle for sheltering on rainy days. Although he is old enough to go to school, several schools nearby have been closed due to the difficult natural conditions and limited education funds from government. His daily tasks are nothing but herding sheep, and his family basically relies on the meager income from planting crops to make a living. Located in the Gobi Desert in Jhimpir area of Sindh province, southeast Pakistan, it is hot and dry in summer, and the highest temperature can reach as high as 50 degrees Celsius. Plants are difficult to survive and the environment is extremely harsh. In addition, it is far away from water sources, and the local residents live in poor conditions, with extreme scarcity of food, drinking water and medical supplies. People like the Israr's can be seen everywhere in the village.

After learning about the situation, the livelihoods for local village residents were considered and solved as normal work of the wind power projects, and basic living facilities and materials were provided to the village within their ability. Since 2014, a total of 79 water tanks with a value of 8.8 million rupees were built for local residents, who benefited from the wind power projects of HEDC. The accumulative water supply to local residents exceeded 7,281 truck trips, with a value of 23.344 million rupees. A total of over 3,214 doctors' health examinations in households have been completed and necessary basic medical supports to local people have been given, benefiting over 40 local villages. Local residents are regularly provided with necessary living and medical supplies such as rice, oil and salt, and great efforts are made to help improve local infrastructure. With over 10 schools built at the project sites and local teachers employed in the name of the wind power projects, hundreds of dropouts (dropout children) are able to return to schools for study.

Over the years, HDEC has earnestly fulfilled its social responsibilities in the implementation of overseas projects with such practical actions as providing employment, financing schools, aiding and helping, and improving the regional environment. It has been highly praised by the local community and has received compliment and publicity from the Chinese Ambassador to Pakistan.

While mentioning HDEC, the villagers will thumb up "the Chinese are our friends".

Localized Talents Promote People-to-People Connectivity

People-to-people connectivity is the social foundation of the Belt and Road international cooperation. Since 2014, HDEC has vigorously promoted the localized employment system in Pakistan, creating more than 20,000 job opportunities, including more than 600 Pakistani engineers, who have become an important force for HDEC to promote contract performance of the projects.

Localized employment not only provides jobs for local Pakistani engineers and improves their professional skills, but also employs a number of local workers and trains a large number of professionals for Pakistan in terms of the construction, O&M of new energy projects. Cooperation with several local universities was also made in wind power projects in Pakistan, and university students of engineering major were organized to study and practice at the project sites. Chinese technology and experience were shared, Chinese standards were promoted, and a multi-level mechanism for cultural and people-to-people exchanges was established.

In 2018, China's first overseas “Home of Workers" was successfully established for wind power projects in Pakistan. Focusing on "One World One Family", the “Home of Workers" has organized and carried out the building of "Five Homes", namely, the Home of Study, the Home of Warmness, the Home of Harmony, the Home of Friendship and the Home of Culture, and built a bridge between employees and the project with practical actions, for the purpose of enhancing employees' sense of gain, belonging and happiness, making new and greater contributions to serving the overall situation of the country and launching the overseas brand of POWERCHINA. Mr. Wang Dongming, chairman of the All-China Federation of Trade Unions, spoke highly of HDEC during his visit to Zhejiang.

In order to strengthen the cultural and people-to-people exchanges and integration of the Project Management, the premier league and China-Pakistan Friendship Games have been holding for many years successively at the sites of wind power projects in Pakistan, with active participation of Pakistani owners and contractors. In addition, the project workers and local residents come to watch the games and respond enthusiastically. Many Pakistani media compete for reports and interview and it has become a local annual event. At the same time, rich and colorful activities such as the Voice of China and Pakistan, group marriage ceremony and New Year party were organized by Project Management Team to build an even closer China-Pakistan community of a shared future in the new era.

With an average age of less than 30, the employees of HDEC for the wind energy projects in Pakistan have rooted on this piece of land and grown sturdily to successfully complete the project one after another. Like a talent incubator, the wind power projects in Pakistan have cultivated and trained many talents with the international market awareness and the project management skill, and attracted more overseas talents to jointly promote the cooperation and exchange of the POWERCHINA in the fields of global clean energy and infrastructure.

In 2020, the COVID-19 epidemic swept the world. While facing the severe epidemic situation and heavy production tasks overseas, both epidemic prevention and production were focused simultaneously for wind power projects in Pakistan. Great efforts were made to fulfill the contract performance on the premise of ensuring the safety of employees, the responsibilities and roles of central enterprises were practiced with practical actions and high praises were received from the owners and banks!

As the pioneer and vanguard of the " Belt and Road" Initiative, HDEC carries the important missions of promoting energy and infrastructure cooperation among countries along the route, strengthening exchanges and mutual learning among different civilizations, insisting on exporting the best ideas, technology and management to countries along the route, constantly promoting communications and exchanges and social development, and constantly passes on Chinese brands and Chinese culture, providing Chinese wisdom and China's plans, and making new and greater contributions to building a community of shared future for mankind.
