On December 6, 2021, the Cambodia’s Lower Sesan II Hydropower Station, invested and controlled by China’s Huaneng Hydrolancang International Energy, surveyed and designed by POWERCHINA Huadong Engineering Corporation Limited (HDEC), won the 2020-2021 National Quality Engineering Award. It is also the first time that our overseas project has won this honor.
The Lower Sesan II Hydropower Station, located in Stung Treng province in the northern, is the biggest-ever hydropower dam in Cambodia. It has a total installed capacity of 400 MW, accounting for nearly one-fifth of Cambodia’s total installed capacity. A total of 8 sets of 50 MW light bulbs made in China are installed, whose largest water head and single unit capacity are both in the fore front rank of the same type of hydropower unit in the world. The dam has a total length of 6.5 kilometers, making it the longest dam of a hydropower station in Asia.
Upper Stream of Power Station
Cambodia is an essential part of countries along the Belt the Road. The successful implementation of Lower Sesan II Hydropower Station has made it become a benchmark project along the Belt the Road, widely reported by the People's Daily, Xinhuanet, CCTV and other media at home and abroad. The construction of the project has deepened the traditional friendship between China and Cambodia and stepped up the cooperation between China and Cambodia. The project provides Cambodia with 1.97 billion kilowatt-hours of clean energy every year, and injects strong impetus into Cambodia's economic development. Cambodian Prime Minister Samdech Techo Hun Sen visited the site several times to inspect the construction status of the station and spoke highly of it.

The project started construction in November 2013, the reservoir was formally impounded in September 2017, and all the units were put into operation in October 2018. During the construction period, under the leadership of the project manager Ye Jianqun, the design team of Lower Sesan II Hydropower Station overcame many difficulties such as lack basic data, virgin forests and dangerous border minefields, and quickly carried out geological supplementary survey work; provided suggestions for the owners and construction units, planed the supply of design technology in advance; actively cooperated with the owners to answer relevant questions raised by the Cambodian government, third-party consulting companies, and international non-governmental environmental protection organizations; continued to provide high-quality and efficient technical services, which have been fully affirmed and praised by the owners.
Down Stream of Power Station
The design of Lower Sesan II Hydropower Station aims at "creating high-quality overseas projects" in the concept of "green, environmentally friendly, and eco-friendly hydropower stations". A large number of design optimizations and technological innovations have been carried out in areas such as the overall project hub layout, basis treatment, resource utilization, construction diversion and closure, stable operation of weak power grids, villager resettlement, environmental protection projects. As well, the project quality, safety, investment and other aspects have been fully controlled. The construction speed of Lower Sesan II Hydropower Station created a record in the same type of projects.
Resettlement Villages and Schools
The "Belt and Road" is a path for win-win cooperation and common development. The successful construction of Lower Sesan II Hydropower Station has become a model project for China-Cambodia energy cooperation, and has also laid a solid foundation for HDEC’s continued operation in the Cambodian market.
