Mexico, March 23 - The owner and the financer of Potrero Solar PV Power Project in Mexico completed the internal approval and signed the completion certificate, confirming that the project reached the substantive completion conditions on January 1. It means the project was officially handed over to the owner on this day.
Potrero Solar PV Power Project is located in Jalisco in central Mexico, built on a site measuring 900 hectares with a total installed capacity of 296 MW. The main work includes the design, procurement and construction of 296MWp solar PV project site, 34.5kv/400kv booster station, 400kV switchyard, grid connection with the 400kV transmission line and transformation of side substation.The project is the first large mountain solar PV project of POWERCHINA on EPC basis in Mexico, and also the first large commercial solar PV project of HDEC adopting bifacial photovoltaic modules. The project is characterized by large scale, short construction period, complex local environment and language barrier, as well as high voltage level access to power grid and strict grid connection standards. The project adopted the joint venture model, and therefore it faced with huge challenges such as complicated contract structure and project management organization, lack of cash flow and weak construction control ability.

Where there is a will, there is a way. With the support from HDEC Headquarter, the members of the project team had risen up to the difficulties, with the enterprise spirit of “Responsibility, Efficiency and Excellence” bear in mind. They managed to take various approaches to advance the schedule and protect HDEC’s rights and interests in strict accordance with the contract. In the process of implementing the project, though the COVID-19 is spreading, the project team still put high priority on production and finally resulted in great performance exceeding the owner’s expectation. It was originally required 14 days to conduct performance test, but only after 10 days it was recognized and approved by the owner and the financer, and finally completed the handover successfully.
Upon the completion, the annual generation of the power plant will be able to meet the power demand of more than 70000 local households in Mexico. At the same time, it will also provide a strong boost for Mexico to improve its energy structure and promote the green development of local economy and society. The successful completion and handover of the project is a successful beginning for HDEC’s exploration in the Americas, and also a bold attempt in the form of joint venture with foreign companies to implement the project in a nearly high-end market.
