Wind Power Project Group of HDEC in Pakistan Wraps up Successfully

On the evening of June 5, 2022, at 19:00 local time, the Metro project in Pakistan successfully passed the 1,68 hours of wind farm Reliability Run Test (RRT) as stipulated in the power purchase agreement (EPA), witnessed by the local power purchaser (CPPA), independent engineer (IE), the owner, supervisor, EPC team and O&M team of HDEC. The wind farm had a high availability of 99.85% during the commissioning operation period. In addition, Metro's entry into commercial operation date (COD) marked the successful conclusion of the 12 projects started under the new electric price policy for the Pakistan wind power project cluster.

 

The start of construction of the Master Green project in September 2019 marked the beginning of the current round of wind power project group. The construction of the Tricom project began in November 2019 and the remaining 10 projects’ ground-breaking completed in July 2020. At the beginning of 2020, the project group encountered the Covid-19 that ravaged the world. The project execution team actively carried out all production work while doing a good job of epidemic prevention. In the end, all commercial operation requirements of the project were successfully completed.

 

The current round of wind power projects in Pakistan has adopted cost-based electric price, which are about one-third of the electric price of Sapphire project. Because of the low electric price, the cost control requirements on the general contractor become strict. Moreover, because of Covid-19 that started in 2020 continues to this day, the pressure on cost control is tremendous. We actively optimise the design and project management and make full use of the advantages of scale and the centralised management and unified coordination of the project team to reduce project costs. In this round of projects, we designed and promoted the first step-type wind turbine foundation, which saved the concrete volume of wind turbine foundation and cost about 15 million RMB; combined with the local standards and requirements of Pakistan, we eliminated the water fire fighting system of booster station and promoted the use of domestic gas fire fighting system in several projects; made full use of local resources under the premise of cost control and ensuring safety progress, and guided local enterprises to enter the project. wind turbine foundation pouring, booster station construction and installation, wind turbine installation and commissioning, etc., driving local enterprises and economic and social development.

The localized design team was formed, and together with the Chinese design team, the design work of the project group was completed, promoting the pace of internationalization of overseas design. In the process of implementation, the project team actively fulfills the social responsibility of the central enterprise according to the economic and social conditions around the project and its own characteristics, and provides jobs and living facilities for the local community, which has won the positive evaluation of the local community in Pakistan. During the implementation of the project, the project group has been reported by the English version of China Economic News, local media in Pakistan and the ambassador in Pakistan in tweets for many times.

Since the start of Sapphire project in 2014, the project team has completed 20 wind power projects in Pakistan in 8 years, with a total installed wind power capacity of 1090MW and a market share of more than 50%, completed 22 132kV booster stations, installed and commissioned 583 wind turbines, laid nearly 300km of medium voltage cables, and completed the construction of 100MW photovoltaic projects. It has trained nearly 300 Pakistani engineers, formed a talent resource pool and promoted the development of Pakistan's new energy industry. HDEC has become the most influential contractor in the field of new energy in Pakistan.

The successful completion of the project group will further consolidate our position and influence in Pakistan's new energy market and will have a positive effect on our development in the overseas new energy market.
