On 27 November 2023, the groundbreaking ceremony of Tashkent Green Hydrogen and Bash Expansion Wind Power Comprehensive Project undertaken by POWERCHINA HDEC was held.

The ceremony was grandly held in Tashkent, Uzbekistan. Groundbreaking ceremony by ACWA Power CEO of Uzbekistan Green Hydrogen Project Company and the chairman of Uzbekistan National Chemical Control (UKS) Co-chaire, President Mirziyoya of Uzbekistan, Minister of Investment in Saudi and the chairman of ACWA Power attended the groundbreaking ceremony.Representatives of HDEC International, Electromechanical Engineering Institute and Huadong Engineering Consulting Company attended the groundbreaking ceremony, in addition, representatives of local political, business and religious circles also attended the event.

The project includes a green hydrogen production plant with a production capacity of 4000Nm3H2/h and a 52MW onshore wind farms, respectively located in Chirchiq City, Tashkent Oblast, Uzbekistan and Navoiy City in the western part of Uzbekistan. This project is the first green hydrogen project in implementation stage in Central Asia, which is also a key demonstration project of ACWA in Uzbekistan, having a strategic significance for ACWA to invest in green hydrogen projects overseas. As the first green hydrogen project implemented by POWERCHINA overseas, this project is led by HDEC and is a key breakthrough of us in the Eurasia region and a strategic project in the field of overseas green hydrogen. The implementation of hydrogen business provides valuable experience, which is of great significance to the further development of HDEC in the field of green hydrogen. As an important energy cooperation project under the "One Belt and Road" initiative, it will provide Uzbekistan with clean and sustainable energy supply and boost its economic development.

In the future, HDEC will continue to implement the new development concept of "innovation, coordination, green, openness, and sharing", carry forward the enterprise spirit of "Responsibility, Efficiency, Excellence", and deepen scientific and technological innovation with higher standards and stricter requirements, optimize project management, forge ahead, and go all out to build it into a high-quality demonstration project.
