HDEC

On July 8, 2024, the official commissioning ceremony for the CEME1 480MW PV EPC project, constructed by HDEC,  was held at the project site in Chile. Luis Felipe, Deputy Secretary General of the Ministry of Energy attended the ceremony, the Ministry of Health of Chile, the territorial energy bureau, the local power grid, the French Embassy in Chile, the Chilean Mining Company, and the local news media joined.

Chile CEME1 PV project is located in the town of Maria Elena in the Antofagasta region of Northern Chile, about 1,300 kilometers from the capital city of Santiago, on the edge of the Atacama Desert, the world's "dry pole". The 480MWp project consists of a photovoltaic field, a 33/220kV booster station and a 9.2 km transmission line to the existing Miraje 220kV substation. It is the first project in Chile to utilize a herringbone slope layout, which saves land area and improves power generation efficiency, and additionally employs clean robots to reduce the amount of water used for cleaning. The Completion of the project marks a significant milestone in Chile's energy transition, playing a cruicial role in the country’s effort to achieve its 2050 carbon neutrality target.

This project is the largest photovoltaic power plant in Chile at present, and it is also the first general contracting project independently implemented by HDEC in developed countries in Latin America. The construction of the project commenced in the first year after COVID-19, and the issues experienced such as the nationwide lockdowns that prevented personnel from entering the site, rising local prices, and shortage of equipment and materials brought great challenges to the implementation of the project.

During the construction of the project, with the strong support of HDEC leadership, the project team made all-out efforts to attack and steadily promote the project, and finally delivered a satisfactory answer to the owner, for which we would like to express our heartfelt thanks! The project department will continue to strengthen the project closing management, complete the site tailing elimination as well as closing negotiation, and strive for the early realization of the handover.
