On August 22, 2025, local time, Electricity of Vietnam (EVN) officially issued the Commercial Operation Date (COD) certificates for Blocks III and IV of the Laos 600MW Monsoon Wind Power EPC Project, marking the successful full-capacity grid connection of all 600MW and its formal entry into commercial operation. As the largest single wind power project in Southeast Asia, its full operation injects strong momentum into Laos’ strategic vision of realizing the “Southeast Asia Battery” but also sets a new benchmark for regional green energy cooperation.
During the project construction, multiple challenges were encountered, including complex geological and terrain conditions unique to mountainous wind power, biodiversity conservation, long-distance logistics, construction organization across rainy seasons, and cross-border transmission grid integration. Under the unified leadership and strong support of the institute’s leadership, various departments collaborated efficiently and allocated high-quality resources. Comprehensive and robust assistance throughout the entire process was provided in areas such as contract negotiations, variation claims, road design, construction organization, BIM, and smart construction management platforms, laying a solid foundation for the project’s smooth progression.
This project has received significant attention from the top leadership of both the Party and the government of Laos. His Excellency Thongloun Sisoulith, General Secretary of the Lao People's Revolutionary Party Central Committee and President of Laos; His Excellency Sonexay Siphandone, Prime Minister; Ms. Pany Yathotou, Vice President; and Mr. Bounthong Chitmany, Vice President, along with other senior government officials, have successively visited the project site for inspections. They gained an in-depth understanding of the project’s progress, technical solutions, and socio-economic benefits, and spoke highly of its international-standard quality management as well as its role in driving local employment and economic development. The consistent care and support from the government have created a favorable external environment for the project.
As the ancient poem says, “After endless washings, the toil persists; when all the grit is blown away, true gold exists.” Building on this achievement, the project team remains true to its original aspirations and is determined to strive with renewed vigor. We will devote full efforts to advancing the subsequent completion and handover procedures, ensuring the project concludes with high standards and quality, delivering satisfactory results to both the company and the client, and continuing to contribute to high-quality project fulfillment.
