Saudi Arabia Saad 2 PV EPC Project Achieves Full-Capacity Commercial Operation

On August 20, 2025, local time, the Saudi Power Procurement Company (SPPC) officially issued the ICOD2 commercial operation certificate to the owner of the Saudi Arabia Saad 2 PV EPC Project, marking the full commercial operation of POWERCHINA’s first overseas GW-scale photovoltaic project.

The project was executed through a tight partnership led by HDEC in collaboration with SEPCOIII. With a total installed capacity of 1.25 GWp, the project officially commenced construction on August 2, 2023, and is scheduled to achieve final handover by September 30, 2025. As a key component of Saudi Arabia’s “Vision 2030” national strategy for renewable energy, the successful operation of this project will have a profound impact on the optimization and upgrading of Saudi Arabia’s energy structure.

During project implementation, the team faced multiple challenges including tight resource supply chains, complex international logistics, technical implementation difficulties, and grid connection delays. Confronted with adverse external conditions and numerous uncertainties, the team demonstrated high responsibility and professionalism. Through meticulous organization and efficient collaboration, they integrated resources, optimized construction processes, and implemented dynamic schedule management, effectively overcoming various risks and ensuring the smooth progression of critical milestones. Particularly in addressing grid-side delay risks, the project team earned high recognition from the owner and stakeholders through exceptional technical expertise and rigorous management, fully demonstrating first-class capabilities and the strong reputation of POWERCHINA HDEC in executing major complex international projects.

Currently, the project team is making every effort to advance the subsequent handover work to ensure all processes achieve high standards and high-quality closure, making a final sprint toward the complete conclusion of the project.

The full-capacity commercial operation of the project not only injects strong momentum into Saudi Arabia’s renewable energy development but also further demonstrates HDEC’s exceptional engineering capabilities and commitment to contractual spirit in the high-end Middle Eastern market. It provides valuable experience for the construction and management of HDEC’s major overseas photovoltaic projects.
